The title of an ordinance shall in all cases be read prior to its passage; provided, that upon the request of any Councilmember the ordinance shall be read in its entirety prior to its passage. An ordinance may be passed on the day of its introduction. No ordinance or resolution granting any franchise for any purpose shall be governed by this section.
