On days of celebrations, holidays and special occasions which tend to increase traffic, the Chief of Police shall have the power and authority to establish, by appropriate signs and enclosures, districts wherein no parking of any vehicle shall be allowed. On streets where building operations are being carried on, and for the public safety when traffic is congested, the Chief of Police temporarily may close any street or portion of the street to all vehicle traffic.
