The City Council shall have the power to grant to abutting property owners access easements to limited access facilities where in the judgment of the City Council the grant shall not interfere with or detract from the policy of this chapter. Application for access easements shall be in writing and shall be subject to such terms and conditions as the City Council deems necessary to protect and carry out the policy of this chapter.
