Whenever a permit is to be granted for new construction within the City, the person seeking to build such new construction, at the time a building permit is applied for, shall also obtain a permit as provided for under this chapter for the construction of sidewalks and curbs on all sides of such property that may adjoin a public street, in conformance with this chapter.
