It shall be unlawful for any person to plant or allow to be planted in a public right-of-way, pedestrian right-of-way or pedestrian easement, or to substantially prune any tree, shrub or plant without first obtaining a permit from the Director. The species, location, spacing, and number of trees or shrubs shall be approved by the Director prior to the issuance of a permit.

It shall be unlawful to plant any tree or large shrub in any planting strip or other public place that has not been approved by the Director. [Ord. 3000 § 9, 1994; Code 1970 § 12.12.090.]
