The applicant for a new water and sewer service may request a delayed billing for the sewer portion of the billing in the event that construction and occupancy of a structure on the subject property is not anticipated within 90 days of application. The request for a delayed billing shall be submitted to the Customer Service Manager on such form as shall be provided. Billing shall commence upon use or building occupancy and no delay in billing shall exceed a period of 180 days from the date of application for service. In the event that building use or occupancy occurs prior to 90 days from the date of application, sewer service shall be charged from the application date.
