Water and sewer system capital expansion/replacement charges set forth respectively in PMC 13.25.010 and 13.60.010 shall not be accepted by the City unless the premises to be served are developed with an existing structure permitted for occupancy, or are in the process of development with a residential or commercial building as evidenced by a valid building permit.
