The City Manager, after providing prior written notice to the City Council, is authorized to issue rules and procedures, not inconsistent with state law, for backflow assembly testers. Any person desiring to test backflow assemblies connected with the water supply system of the City shall make application with the Public Works Director on the forms provided. The backflow assembly tester must agree to conform to all ordinances, rules and regulations now in existence, and as hereafter amended or supplemented governing backflow assembly testers.
