The City Council reserves the right to make special classifications for different water rates and charges than are set forth in this title provided there are circumstances justifying such action. Any customer desiring a special classification must make an application showing justification for a different rate. The City staff must report to the Council on any special classification and different rate than as set forth in this title. A special classification with a different rate must be approved by the City Council, and the customer must enter into a written agreement with the City regarding the same.
