Except as hereinafter provided, it is unlawful to construct or maintain any privy, privy vault, septic tank, cesspool, or other facility intended or used for the disposal of sewage within the City, unless the public sewer system is inaccessible as defined in PMC 13.70.060 and a waiver is authorized in accordance with PMC 16.15.050.
