The connection of the building sewer and side sewer into the public sewer shall be made at a location specified by the Director. If no existing connection is available the owner shall at his expense install a connection to the public sewer at the location specified by the Director. A saddle and 45-degree ell may be used to make such connection in accordance with the Department’s standards and specifications, with the spigot end cut so as not to extend past the inner surface of at least a 45-degree angle from the top of the public sewer when the public sewer is no greater than 12 feet deep when measured to the top of the pipe. For connections to the sewer pipe when the distance measured to the top of the pipe exceeds 12 feet, the connection shall be made on the top of the pipe. A smooth, neat joint shall be made, and the connection made secure and watertight by encasement in concrete and extending two feet from the public sewer before any change in direction is made.
