Except as hereinafter provided, no person shall discharge or cause to be discharged any waste or wastewater containing any amount of gases, vapors, liquids or solids to the public sewer system which in itself or with a combination of other gases, vapors, liquids or solids could cause interference with the natural flow of wastewater within the sewer collection system, cause degradation of, or interference with the operations of the POTW, or into any natural outlet.
