Whenever any private sewer pipe connected with any public sewer becomes obstructed, broken or out of order, and the Director has deemed it a public health or safety hazard and the owner, agent or occupant of such premises fails to repair the same after five days from being notified to do so, the Director shall cause such sewer pipe to be removed, reconstructed, replaced, altered or cleaned, as he/she may deem expedient, at the expense of the owner, agent or occupant of such premises and the cost thereof shall constitute a lien against the premises and shall be collected in the manner as provided in PMC 3.65.120.
