The Director or his duly authorized representatives shall be allowed free access at all reasonable hours to all premises supplied with irrigation water from the City system for the purpose of inspecting the condition of pipes and fixtures and noting the amount of water used and the manner in which it is used. If any owner or occupant of any premises shall violate any provision of this rule the Director may shut off such service and such owner or occupant shall be required to pay any and all unpaid charges against such premises together with a charge as set forth in Chapter 3.35 PMC, shutting off and turning on such service, before the same shall be again turned on.
