The City reserves the right at any time, without notice, to shut off the water supply for repairs, extensions, nonpayment of rates, or for any other reason, and the City shall not be responsible for any damage caused by the breaking, bursting or collapsing of any pipe or any other type of fixture, or by the stoppage or interruption of the water supply, the loss of plants or vegetation, or any damage whatever, resulting directly or indirectly from the shutting off of the water.
