The Public Works Director may require any user to develop and implement an accidental discharge/slug discharge control plan and take other actions the Public Works Director believes are necessary to control discharges which may be caused by spills or periodic nonroutine activities. Accidental discharge/slug discharge control plans shall include at least the following:

(1) A description of all discharge practices, including any nonroutine batch discharges such as from cleaning, replenishment, or disposal;

(2) A description of all stored chemicals, disclosing all ingredients in formulations which could violate a discharge prohibition if discharged to the sewer;

(3) The procedures for immediately notifying the Public Works Director of any accidental or slug discharge, as required by PMC 13.90.400; and

(4) The procedures that will be taken to prevent the occurrence or adverse impact from any accidental or slug discharge. Such procedures shall address the inspection and maintenance of storage areas, handling and transfer of materials, loading and unloading operations, control of plant site runoff, worker training, building of containment structures or equipment, measures for containing toxic organic pollutants (including solvents), and/or measures and equipment for emergency response.
