Except as otherwise provided herein, all communications operators, carriers and providers engaged in the business of transmitting, supplying or furnishing communications service of any kind originating or terminating in the City shall apply for and obtain a business license from the City pursuant to PMC Title 5, Business Licenses and Regulations, to the extent that a business license is required by said title.
