(1) Authority Granted – No Property Right or Other Interest Created. A permit from the City authorizes an applicant to undertake only certain activities in accordance with this chapter, and does not create a public right or grant authority to the applicant to impinge on the rights of others who may already have an interest in the public right-of-way.

(2) Duration. No permit for construction issued under this chapter shall be valid for a period longer than 12 months unless construction has been commenced within 12 months of issuance of the permit, and is thereafter diligently pursued to completion.

(3) No master permit, franchise, or small cell permit may be assigned, transferred, sublet or licensed for the use of any other entity without the prior written consent of the City which will not be unreasonably denied, conditioned, or withheld subject to those transfers as may be permitted by PMC 15.70.320.
