To the extent permitted by federal and state law, the City reserves the right to assure that any person purporting to serve the general public shall make its communications services available to any customer within its franchise area who shall request such service, without discrimination as to the terms, conditions, rates or charges for the services; provided, however, that nothing herein shall prohibit the making of reasonable classifications among differently situated customers.
