The provisions hereof shall be incorporated by reference in any approval hereunder. The provisions of any proposal submitted and accepted by the City shall be incorporated by reference in the applicable permit, franchise or lease. However, in the event of any conflict between the proposal, this title, and the permit, franchise or lease, the permit, franchise or lease shall be the prevailing document. In the event of any conflict between the provisions of this title and any other provision of the Pasco Municipal Code, the provisions of this title shall control.
