In the event of an unexpected repair or emergency, a grantee may commence such repair and emergency response work as required under the circumstances; provided, that the grantee shall notify the City as promptly as possible, before such repair or emergency work commences or as soon thereafter as possible if advance notice is not practicable; provided further, that all such grantees shall make application for all necessary permits and approvals within 10 days of the commencement of said emergency response.
