Except as otherwise provided herein, all communications operators, carriers and providers engaged in the business of transmitting, supplying or furnishing of communications service originating, terminating or existing within the City shall obtain a business license and any franchise, permit, or lease required by the City pursuant hereto, and shall pay all fees and compensation to the City as provided herein or other applicable provisions of the Pasco Municipal Code. The fact that a fee is paid on one type of service provided over a communications system does not excuse an operator from its duty to pay fees on other services provided over that facility as required herein.
