Section 111 of the International Building Code(s) shall be amended to read as follows:

Sec. 111 Use or Occupancy. No building or structure in Groups A to U inclusive, shall be used or occupied, and no substantial change in the existing occupancy classification of a building or structure or portion thereof shall be made until the Building Official has issued a Certificate of Occupancy therefor as provided herein.
