It is unlawful for any person to install any impervious surface improvement upon private property within the City of Pasco without first obtaining a building permit authorizing such improvement from the Building Inspector, except as provided in PMC 16.10.040 or as may be otherwise provided for within the Pasco Municipal Code. Application for such permits shall be made on forms supplied by the Community and Economic Development Department, shall include a site sketch depicting proposed direction of surface drainage and location of components or methods to be used to drain the impervious surface in conjunction with the most current adopted Stormwater Management Manual for Eastern Washington.
