Before any newly constructed distribution and transmission system is finally accepted for permanent service, it shall be carefully tested in conformity with the state rules and regulations adopted by this chapter to assure that it is gas tight. The inspector shall coordinate his tests of the distribution and transmission system with that of the gas company so as to avoid duplicate tests.
