If the gas company desires to install gas pipe with cathodic protection, it must comply with the following requirements before the City Engineer may issue a permit therefor:

(1) Furnish the City Engineer with a description of the method and of the place or places where the cathodic protection is to be installed;

(2) Furnish an executed contract between all of the underground utility systems which indicates all of such utility systems; that the parties thereto agree that cathodic protection should be installed and agree upon the plan therefor; that the parties agree upon the method or methods and the type of equipment to be used, upon the type of tests required to be made by each party to determine the effect of protective installation upon its property, upon protective facilities, and when they are to be installed; upon the division of costs; and who shall build, own, operate, and maintain the proposed common installation.
