The initial point to begin numbering west of the division line shall be at the intersection of Tacoma Avenue and West Lewis Street in the Northern Pacific plat of the City and the intersection of “A” Street and the Northern Pacific Railway Company right-of-way south of the old Northern Pacific right-of-way.
