Any person aggrieved by the action of the Building Inspector in refusing to issue a permit under this chapter shall have the right to appeal such action to the Mid-Columbia Building Appeals Commission by filing a notice of appeal within 10 days of receiving notice of the action from which appeal is taken. The Commission shall set a date for hearing such appeal and at such hearing, the appellant may appear and be heard, subject to reasonable rules and regulations provided by the Commission.
