(1) Enforcing Authority. The City Manager or his appointee is authorized and directed to enforce all provisions of this title.

(2) Violations and Penalties. It is unlawful and constitutes a civil infraction for any person, firm, or corporation to erect, hang, construct, enlarge, alter, repair , move, convert, equip, locate or relocate, use or maintain any sign or sign structure in the City, or cause or permit the same to be done, contrary to or in violation of any of the provisions of this title.
