Permits shall be required to erect, construct, enlarge, alter or repair any additions, carport, patio, utility shed, fence or site screen on a home site. All such work shall be accomplished in accordance with the Pasco Building Code and/or the Washington State Department of Labor and Industries. No portion of any structure shall be permitted to encroach upon the required front, side or rear yards of any home site.
