Any person wishing to construct a residential park shall apply to the Building Inspector for a building permit, supplying plans and specifications as hereinafter provided. The Building Inspector shall not issue the permit until after receipt of notification in writing from the Health Officer, City Engineer, City Planner and Fire Chief that the plans and specifications meet the requirements of this title. No residential park shall be occupied by a home until a certificate of occupancy has been issued by the Building Inspector and a business license has been issued by the City Clerk. The City Clerk shall issue a business license only upon presentation of a copy of a valid certificate of occupancy from the Building Inspector.
