The City Manager shall make or direct to be made such comparative studies as may be deemed necessary of the factors affecting the level of salary ranges. On the basis of information derived from such studies, the City Manager shall recommend to the City Council for approval such changes in the salary as are pertinent to a fair and equitable overall salary structure.
