When an employee is transferred, promoted, demoted, or reinstated, his/her rate of pay for the new position or job classification shall be as follows:

(1) Transfers. An employee will transfer at his same rate of pay when transferred to another position or job classification in the same pay grade;

(2) Promotions. An employee promoted to a position or job classification in a pay grade having a higher rate of pay shall receive the entrance level rate of pay or the same as his/her present rate of pay, whichever is greater, unless the City Manager expressly approves otherwise;

(3) Demotions. An employee demoted from a position or job classification in one pay grade to a lower pay grade shall receive:

(a) His/her present rate of pay if such a rate is within the lower pay grade, or

(b) The highest rate of pay in the lower pay grade if such is lower than his/her present rate of pay unless the City Manager expressly approves otherwise;

(4) Relocation. An employee transferred from a position or job classification in one pay grade to a position or job classification in another pay grade at his/her own volition, because of a reduction in force, etc., shall transfer at a rate of pay based on his/her experience and qualifications, such rate to be set by the City Manager;

(5) Reinstatements. An employee who is reinstated to his/her position or job classification, after an authorized leave of absence without pay, or a suspension, or a layoff, shall be paid at the same rate of pay with any adjustment for cost of living made in the interim that he/she was receiving before leaving service for the reasons above;

(6) Re-employment. An employee who has resigned from his/her position or job classification in the City service and is subsequently re-employed, shall be paid in accordance with the rules governing original appointments to a position or job classification in the City service.
