Whenever it appears to the City Council that it is for the best interest of the City and the people thereof that real property belonging to the City should be sold, the City Council shall, by resolution, declare such property surplus to the needs of the City and authorize the sale and conveyance of such property under the limitations and restrictions and in the manner hereinafter provided. In making such sales, the City Council may sell timber, mineral, water rights, or other resources on any land owned by the City separate and apart from the land or may reserve such rights to the City.
