All persons are prohibited from gathering flowers within the cemetery grounds, either wild or cultivated, or breaking trees, shrubbery or plants. With the exception of cemetery personnel, it shall be unlawful for any person to remove flowers or any other decoration from any grave, niche or memorial except with permission of the person who originally placed such decoration.
