Not later than three working days following the rendering of a written decision, copies thereof shall be mailed to the applicant and to the other parties of record in the case. “Parties of record” shall include the applicant and all other persons who specifically request notice of decision by signing a register provided for such purpose at the public hearing, or otherwise provide written request for such notice.
