Requirements for membership and separation from the Police Reserve Unit shall be established by the City Manager and may be changed by him from time to time. Requirements shall include, but shall not be limited to, age, physical and mental condition, and residence. Separation shall include both voluntary and involuntary grounds for dismissal.
