2.95.010 Creation of Joint Housing Authority.
(1) There is created a housing authority for the City of Pasco to be a Joint Housing Authority with Franklin County to be known as “the Housing Authority of the City of Pasco and Franklin County.”
(2) It is resolved that there is a need for a Housing Authority to function in both the City and the County. It is further resolved that the City Council for the City of Pasco and the commissioners of Franklin County find:
(a) That unsanitary or unsafe inhabited dwelling accommodations exist in the City of Pasco and in Franklin County;
(b) That there is a shortage of safe or sanitary dwelling accommodations in the City of Pasco and Franklin County available to persons of low income at rentals they can afford;
(c) That there is a shortage of safe or sanitary dwellings, apartments, mobile home parks, or other living accommodations available for senior citizens. This Joint Housing Authority shall operate in the City of Pasco and Franklin County until such time as the governing body of either the City of Pasco or Franklin County shall pass an ordinance dissolving the same.
