(1) Words used in the present tense shall include the future.

(2) Words in the singular number include the plural number, and words in the plural number include the singular, unless the context clearly indicates otherwise.

(3) “City” means City of Pasco.

(4) “County” means Franklin County.

(5) “May” is permissive.

(6) “Person” includes a corporation, a member or members of a partnership or other business organization, a committee, association, board, trustee, receiver, agent, or other representative and all other legal entities.

(7) “Shall” is mandatory and not discretionary.

(8) “Use,” “used,” or “occupied” as applied to any land or building shall be construed to include the words “intended,” “arranged,” or “designed” to be used or occupied.

(9) Unless otherwise specified, all distances shall be measured horizontally.

(10) Words not defined herein, but defined within the International Building Code, shall have the same meaning as defined within the International Building Code.

(11) Chapter and section headings contained in this title shall not be deemed to govern, limit, modify, or in any manner affect the scope, meaning or intent of the provisions of this title. [Ord. 3398 § 2, 1999; Code 1970 § 26.08.010.]
