The final approval of a plat is an administrative function not requiring action by the City Council. A final plat shall only be approved if the administrative review process finds the subdivision proposed for final plat approval conforms to all terms of the preliminary plat approval, and said subdivision meets the requirements of Chapter 58.17 RCW, other applicable state laws and this title which requirements were in effect on the date of submission of a fully completed preliminary plat application. The final plat applicant may appeal a determination of the administrative review process by a closed record appeal to the City Council pursuant to PMC 4.02.100.
