“Development” means any construction or exterior alteration of structures, dredging, drilling, dumping, filling, earth movement, clearing or removal of vegetation, or other site disturbance which either requires a permit, approval or authorization from the City or is proposed by a public agency.

“Development proposal” means any of the activities relating to the use and/or development of land requiring a permit or approval from the City of Pasco. [Ord. 4525 § 1, 2021; Ord. 3911 § 2, 2009; Code 1970 §§ 28.08.085 – 28.08.090.]
