“Primary association” means the fundamental link between a species and land and/or aquatic area. For the purposes of this title, these areas are those where species breed or feed.

“Priority habitat” means a habitat type with a unique or significant value to one or more species as identified by priority habitats and species (PHS) maintained by WDFW.

“Priority species” means species requiring protective measures and/or management guidelines to ensure their persistence at genetically viable population levels. Priority species are identified as such under priority habitats and species (PHS) maintained by WDFW. Priority species are those that meet any of the criteria listed in WAC 173-26-020(31).
