“Qualified consultant” means a person with expertise through training and/or experience in the area cited who is capable of performing the required services at a level approximating the state of the practice.

“Qualified fish and wildlife biologist” means a person with expertise in habitat issues with a degree in an appropriate field and experience as a biologist.

“Qualified hydrogeologist” means a professional who is a currently licensed Washington State geologist holding a current specialty license in hydrogeology.

“Qualified wetlands biologist” means a qualified professional with expertise in wetland issues, and with a minimum of two years’ experience in performing delineations using state and federal manuals analyzing wetland functions and values, analyzing wetland impacts, preparing wetland reports, and developing wetland mitigation and restoration plans.
