The purpose of this chapter is to provide a framework to evaluate the development, design, and location of buildings to ensure critical fish and wildlife habitat is preserved and protected, in order to avoid habitat fragmentation. These regulations seek to protect critical habitat areas so populations of endangered, threatened, and sensitive species are given consideration during the development review process.
