All moneys deposited in the equipment rental funds and not expended as provided in this chapter shall remain in the fund into which it was deposited from year to year and shall not be transferred to any other fund, including the other equipment rental fund, or expended for any other purposes whatsoever; provided, however, the City Council, by a favorable vote of one greater than the majority present at such meeting as a vote on a motion is taken, may approve the reversion to the several funds and departments participating in the equipment rental funds such moneys in the funds that the City Council determines to be in excess of the needs of the fund or funds and unnecessary to the fulfillment of the purposes for which the fund or funds were created; or approve return to the fund of origin moneys in the fund for the replacement of a vehicle or equipment that will not be replaced.
