The Licensing Officer shall have the administrative authority to implement and enforce this chapter, and may adopt rules and regulations for its administration, not inconsistent with this chapter. This provision shall not be construed to abrogate or limit the jurisdiction of the Pasco Police Department to enforce any provisions of this chapter or of any other City ordinance relating to motor vehicles or the operation of taxicabs or TNC vehicles.
