Notwithstanding any of the provisions of this chapter, the City may issue an emergency order revoking a permit upon a failure to comply with the terms and conditions of the permit, or when the Chief of Police, the Fire Chief, or the City Manager believes that such action is necessary for the immediate preservation of the public peace, health, safety or general welfare. The emergency order shall set forth the grounds upon which it is based, including a statement of facts constituting the emergency necessitating such action. The emergency order shall be effective immediately upon issuance and service, whether written or verbal, upon the permittee and participants. Failure to comply with any conditions of approval or representations made within the application documents shall be grounds for immediate revocation of the permit.
