It shall be a violation of this code for any person to conduct, operate, sponsor or promote a flea market, swap meet, buy-sell mart or the like where there is a meeting together of people at a stated time or times and place for the purpose of buying or selling, exchanging, trading, bargaining, bartering or dealing antiques, secondhand articles, wares, merchandise or goods, except by auction, without a license issued to him by the City pursuant to the provisions of this chapter.
