(1) It is unlawful for any person to knowingly refuse to redeem an impounded animal or to obtain an animal from the Poundmaster or return it to an owner without first paying all impound fees. A violation of this section shall constitute a class 1 civil infraction per PMC 1.05.080, and the violator shall be subject to the penalties assessed therefor.

(2) Repeated Failure to Redeem. Any person who knowingly refuses to redeem an impounded animal or to obtain an animal from the Poundmaster or return it to an owner without first paying all impound fees, more than two times within a 24-month period, shall be guilty of a misdemeanor.
