Any owner licensing an unaltered animal shall, upon request, be issued a voucher redeemable in the sum of $25.00 within 60 days of the date of license issuance by a veterinarian who shall certify that the animal, for which the license was issued, has been neutered within the redemption period, and that such amount has been credited for the benefit of the owner in payment of the neutering procedure.
